Rick has over 30 years of experience in local city governments in Los Angeles, Riverside and San Bernardino Counties. He served over four years as a Deputy City Manager for Development Services for the City of Moreno Valley and as a Community Development Director/Assistant Executive Redevelopment Director for the Cities of Highland and La Puente for eleven years and ten years, respectively. Since his retirement in 2009, Rick began his own land use consulting business, offering his services to small businesses and the development community in land use, environmental, and economic development matters.
Rick has been involved with and/or processed a number of projects throughout Southern California agencies to include but not limited to: Bellflower, Cypress, Fontana, Glendora, Highland, La Puente, Rancho Cucamonga, and counties of Orange and San Bernardino.
Rick earned his Bachelor of Science degree from California State Polytechnic University, Pomona, in City and Regional Planning and a Master of Public Administration degree, with an emphasis in Personnel Management, from California State University, Fullerton.
